Yaşar Üniversitesi Uluslararası Hukuk Uygulama ve Araştırma Merkezi’nin konuğu olan Milli Güvenlik Kurulu Eski Genel Sekreteri ve Akdeniz için Birlik Teşkilatı Genel Sekreter Yardımcısı Emekli Büyükelçi Yiğit Alpogan, İzmir’e iki müjde verdi. Akdeniz için Birlik Teşkilatı’nın kentsel projelerin finansmanı çerçevesinde İzmir, İtalya ve Tunus limanları arasında düzenli deniz otobanı projesinin hayata geçeceğini duyuran Alpogan, kent için büyük önem taşıyan katı atık projesi için de başvurunun yapılacağını söyledi.

Avrupa Birliği ile Güney ve Doğu Akdeniz ülkeleri arasında ekonomik, siyasi ve sosyal konularda ilişkileri geliştirerek projeler oluşturan Akdeniz için Birlik Teşkilatı’nın İzmir’in çevre sorunlarına ve ekonomisine büyük katkı sağlayacak projelerini paylaşan Emekli Büyükelçi, şu bilgileri verdi:

İZMİR’E 100 MİLYON EURO DESTEK

“43 üye devletin desteğini alarak ve finans kuruluşlarıyla sıkı ilişkiler geliştiren teşkilatımız Türkiye için de somut projeler üzerinde çalışmakta. Bunlardan biri de İzmir-Brindisi(İtalya) ve İzmir-Rades(Tunus) limanları arasında düzenli Ro-Ro taşımacılığı yapılması kapsamında geliştirilen deniz otobanı projesi. Proje, yük taşımacılığını karayolundan deniz yoluna aktarılmasını amaçlıyor. Akdeniz’in küresel rekabet gücünü artırmayı hedefleyen projenin 2016-2019 yılları arasında hayata geçmesi planlandı. 100 milyon Euro civarında destek görecek olan proje için İzmir Ticaret Odası, İzmir Büyükşehir Belediyesi ve İzmir Liman Başkanlığı ile temasa geçildi. Proje çerçevesinde limanların genişletilmesi için de çeşitli çalışmalar yapılacak. Projenin İzmir için önemi ortada. Türk ihracat ürünleri için yeni bir dönem başlayacak.”

KATI ATIK PROJESİNİ TEŞKİLATA SUNACAK

1 Haziran’da Ürdün Amman’da gerçekleştirilecek teşkilat toplantısında İzmir için hazırlanan bir katı atık projesinin de sunumunu gerçekleştireceğini belirten Alpogan, projenin onayını almak için çalışmaların sürdüğünü söyledi.

Akdeniz için Birlik Teşkilatı’nın Gazze halkının içme suyu ihtiyacını karşılayabilmek için de 400 milyon dolar destekli bir projesi olduğunu belirten Emekli Büyükelçi, göç krizi ve Avrupa’nın siyasi tutumu ile ilgili de görüşlerini bildirdi. Yiğit Alpogan, “Arap Baharı, demokrasi, insan hakları, hukukun üstünlüğü, temel hak ve özgürlüklerin sağlanması amacıyla başladı ama tam bir fiyaskoyla sonuçlandı. Bir iki diktatörün gitmesi pahasına toplumlar büyük bir kargaşa hatta iç savaş içine girdi. İşte bir tanesi de Suriye örneği. Suriye halkı kendi ülkesinden umudu kestiği için Akdeniz’i aşarak Avrupa’ya gitmeye çalışıyor. Akdeniz bugün bir insan mezarlığı haline geldi. Ne yazık ki bu soruna bir çözüm yolu görünmüyor” dedi.

AVRUPA GÖRMEZDEN GELDİ

Avrupa’nın mülteci krizi ile ilgili tutumunu eleştiren Alpogan, “İş gücü açığını kapatmak amacıyla Avrupa’ya giden insanlara yönelik Avrupa hükümetleri asimilasyonu özümseyip, o insanların kültürlerine ve sosyal haklarına saygı göstermedi. Aslında Avrupa, 70’lerde, 80’lerde başlayan bu sorunların faturasını bugün ödemeye çalışıyor. Yani bu problemin çözümü Avrupa Birliği’nde değil. Avrupa hükümetlerinin tutumlarını ve ‘Aman bizden uzak olsunlar’ zihniyetini değiştirmesi gerekiyor. Şimdiye kadar olduğu gibi Avrupa mülteci sorunlarına göz yummaya devam ederse terör sorunlarına da çare bulamayacaktır” dedi.

TÜRKİYE VİCDANEN RAHAT

Mülteci krizinde Türkiye’nin vicdanen rahat olduğunu vurgulayan Alpogan, “Türkiye, ülkesindeki bombalardan kaçarak Türkiye’ye sığınan mülteciler için üzerine düşen görevi yerine getirmektedir. Biz vicdanen rahatız. Bu konuda herhangi bir eleştirinin de muhatabı değiliz.” diye konuştu.

 Yaşar University’s Research Center for International Law Enforcement hosted Former Ambassador Yiğit Alpogan, who is also the former Secretary General of the National Security Council and the Deputy Secretary General of the Union for the Mediterranean. Alpogan shared good news for İzmir and announced the project for a regular marine highway between İzmir’s port and the Italian and Tunisian ports to be brought to life within the framework of the urban projects finance initiative of the Union for the Mediterranean. Alpogan noted they will also apply for the solid waste project as it is highly important for the city.

THE GREAT CONTRIBUTION TO THE ECONOMY

The Former Ambassador Alpogan stressed that these projects supported by the Union for the Mediterranean — a union which enhances the economical, political and social ties between the European Union and the Southern and Eastern Mediterranean countries by creating projects to this end– will have a great contribution to resolving the environmental problems in İzmir and its economy.

SUPPORT WORTH 100 MILLION EUROS

“The Union has also been working on substantial projects for Turkey while also enhancing its relations with financing institutions with the support of the 43 member states. Among these projects is the marine highway project developed for continual Ro-Ro transportation between İzmir-Brindisi (Italy) ports and İzmir-Radès (Tunisia) ports. The project intends to transfer cargo shipment from highway to seaway. Aimed at improving the global competitiveness in the Mediterranean countries, the project will be brought to life between 2016-2019 as planned. The project will also be given financial support worth about 100 million Euros. Moreover, the İzmir Chamber of Commerce, İzmir Metropolitan Municipality and İzmir Port Authority were all contacted regarding the project. The ports will also be expanded as part of the project. It is evident that the project is significant for İzmir. Products exported by Turkey will experience a new period,” said Alpogan.

SOLID WASTE PROJECT TO BE SUBMITTED TO THE UNION

Stating he will present a solid waste project prepared for İzmir during the meeting of the Union to be held on June 1st in Amman, Jordan; Alpogan noted they have been working to get the approval of the Union for the project.

ARAB SPRING A TOTAL FAILURE

Pointing out the Union for the Mediterranean also has a project which is granted 400 million dollars of financial support to meet drinking water needs in Gaza, the Former Ambassador voiced his opinions regarding the migration crisis and the political stance of the European countries. Yiğit Alpogan said, “The Arab Spring had actually emerged to secure democracy, human rights, rule of law, fundamental rights and freedoms but turned into a total failure at the end. Communities got steeped in a huge chaos at the expense of overthrowing one or two dictators. Here’s one example of Syria. The Syrian citizens are now trying to go to the European countries via the Mediterranean Sea as they have given up their hopes for their homeland. The Mediterranean Sea is a graveyard now. Unfortunately, there seems to be no way out of this problem.”

EUROPE JUST IGNORES

Criticizing the stance of the European countries regarding the migration issue, Alpogan stated, “The European authorities assimilated people going there to compensate for the labor shortage in Europe and did not respect the cultures and social rights of those people. Europe is now trying to pay for the problems which actually started to emerge in the 1970s and 1980s. So the European Union is not the remedy to this problem. The European governments should drop their current attitudes and go for a change in their ‘out of sight, out of mind’ mentality. If Europe keeps ignoring refugee problems as it has done up to now, they will not be able to get rid of terrorism either.”

TURKEY HAS A CLEAR CONSCIENCE

Stressing that Turkey’s mind is at ease about the refugee crisis, Alpogan said, “Turkey does its part for the refugees escaping from bombings in their home countries and seeking asylum in Turkey. We have a clear conscience, and we are far from being subject to any criticism regarding this issue.”
